Law of Azerbaijan Republic "About earth crust",

The law includes 7 chapters and 48 articles. It regulates conditions, related to study, rational use, protection of earthly crust on territory of the country and Azerbaijan sector of the Caspian sea, and also safety of spent work. The law provides protection of interests of the state and citizens and use of Earthly crust.
In 1-th chapter of the law the main place is borrowed of the following questions:
- principles of use earthly crust,
- the right of the property on earthly crust,
- uniform state Fund earthly crust,
- responsibility of state bodies of authority in settlement of the attitudes in use of earthly crust.

In the second chapter questions of the environmental protection are considered by use of earthly crust. In 11-th article of the law is shown, that use of separate sites earthly crust with the purposes of maintenance of safety of the country and guards of an environment can be limited or it is forbidden. From this point of view, if use earthly crust on territories of warm quarters, suburban zones, industrial, transport objects and objects of communication can present danger to life and health of the people, to put damage to economic objects or environment, it can temporarily or fully it forbidden
.
In the law is told, that earthly crust is given in using on certain term or for ever. The distribution Earthly crust in temporary using is defined as follows:
1. For geological study in term up to 5 of years
2. For production of useful mineral in term till 25 years
3. At association of the specified kinds of use - in term till 30 years.

The basic sections of the law cover the following legal questions:
1 - Section - general provisions
2-section - Basis of use earthly crust
3-section- Productive use and guards of Earthly crust
4-section - Geological research of earthly crust
5-section-State regulation of the relations of using earthly crust
6-section- the Economic mechanism of earthly crust use
7-section- the Responsibility for infringement of the law

In 46-th articles is marked, that the legal and physical persons for infringement of this law bear responsibility in the following cases:
1) At infringement of established rules use earthly crust
2) At infringement of the requirements of safety of realization of work, connected to use earthly crust, standards (norms and rules) on guards of earthly crust and environment
3) At an assumption of pollution earthly crust and reduction of deposits of useful mineral in a unusable condition
4) Autocratic realization of civil work on sites with deposits of useful mineral
5) Earthly crust inviolability of buildings and installations, and also especially protected territories and objects of the environment is not provided
6) Is not carried out the requirements on guards of mineral and oil fields, and chinks
7) If sites resulted in unsuitability of the Earth and other natural objects will not be resulted in suitable for further use a condition and etc.
Contradicting to the law except specified any activity is forbidden.
