Law of Azerbaijan Republic "About
radiation safety of the population",

December 30, 1997
The law consists
of 6 chapters and 28 articles. It defines legal bases of safety
of activity on sites affected by radiation, protection from radiating
danger and protection of public health , and also legal settlement
in the field of maintenance of radiating safety.
In 1-st section of the law the basic principles (substantiation,
optimization) maintenance of radiating safety are stated, basic
conditions in maintenance of radiation safety in time of radiation
failure are determined. In this section for maintenance of radiating
safety realization of the complex of measures organization-legal,
nonproduction, sanitary-hygienic, medico-preventive, instructive
and education of character means.
In the second section of the law the rights and responsibilities
of state and local bodies of self-management in the field of maintenance
of radiating safety are determined.
The third section of the law covers of state management and control
in the field of radiating safety. The state programs and specifications
in the field of maintenance of radiating safety, activity, connected
to use of ionizing radiation sources and the public control in the
field of maintenance radiation safety are here reflected. One of
the important questions 3-rd sections is the statement of the rights
of the public control in the field of maintenance of radiating safety.
Is shown, that according to the legislation the public organizations
have the right will carry out the public control on observance of
norms, rules and norms in the enterprises and organizations, working
in the field of maintenance of radiating safety.
The fourth chapter of the law covers of the requirement in maintenance
of radiating safety. A main problem is an estimation of conditions
of radiating safety and maintenance of radiating safety during manufacture
and use of food products, and also during the medical X-ray-radiological
procedures.
The fifth chapter of the law refers to the " Maintenance of
radiating safety during radiating failures ". In this chapter
security measures for population and workers (personnel) are reflected
under radiation failures.
In 22 articles of the law is shown, that the legal and physical
persons, not carrying out and breaking requirements for maintenance
of radiating safety are subject for administrative, financially
- legal and criminal responsibility.
In the sixth chapter of the law the rights and responsibilities
of the population and public associations in the field of maintenance
of radiating safety are determined. In this connection in 24-th
articles is stressed, that the population and the public associations
have the right to receive objective information about the radiating
conditions and measures on maintenance of radiating safety from
the enterprises and organizations, using sources ionizing of radiation.
